Management Zones - Metric Functions/Support

Based on user defined unit settings/preferences, system layers will properly update and modify their displays to match requirements.

Specific to Management Zone layers, new updates will now ensure that any zone calculations, area displays and averages all follow the metric settings preference.

Editing functions for check strips, buffer zones and no data zone editing tools will allow for distances in meters to be supplied.
